No license may be assigned or transferred either in whole or in part.

Prohibits assignment or transfer of any license, whether the attempted assignment or transfer covers the entire license or only part of it. The provision states no exception, approval procedure, transfer fee, ownership threshold, deadline, succession rule, or alternative mechanism for moving license rights from the license holder to another person.
