Notwithstanding any other provision of law, all breakage deducted pursuant to Section 19597 by an association licensed to conduct harness racing shall be used to fund the California Standardbred Sires Stakes Program as set forth in subdivision (f) of Section 19619.

Requires all breakage deducted by an association licensed to conduct harness racing under the referenced provision to fund the California Standardbred Sires Stakes Program. The requirement applies notwithstanding other law and directs the entire covered breakage amount to that program as provided in the referenced distribution provision.
