California Codes, Business and Professions Code - BPC, Division 8 — Special Business Regulations, Chapter 3 — Home Furnishings, Article 2 — Administration, Section 19034.5
All rules and regulations shall become effective not earlier than 30 days after approval by the director, and upon compliance with the procedure provided in Chapter 3.5 (commencing with Section 11340) of Part 1 of Division 3 of Title 2 of the Government Code.

Sets rules and regulations to take effect no earlier than 30 days after approval by the director and only after compliance with the referenced state administrative rulemaking procedure. Both director approval and completion of that procedure are required, and the regulation's effective date cannot precede the 30-day postapproval minimum.
