Notwithstanding any other provision of this chapter, a person licensed under this chapter to conduct a horse racing meeting shall, as to any payment made to a person who has wagered by contributing to a parimutuel pool operated by such licensee, also deduct the applicable breakage, as defined by Section 19405.

Requires a person licensed to conduct a horse racing meeting, when paying a person who wagered by contributing to a parimutuel pool operated by that licensee, to deduct the applicable breakage. The provision applies notwithstanding other provisions of the chapter and uses the chapter’s separately defined meaning of breakage.
