Such conditions shall be endorsed upon the license and any renewal thereof and shall be binding upon all persons to whom the license is transferred.

Requires conditions imposed on a license to be endorsed on the license and every renewal and makes those conditions binding on every person to whom the license is transferred. The rule therefore carries existing conditions forward through renewal and transfer and states no expiration date, transferee exception, waiver procedure, monetary threshold, or separate deadline.
