Licenses for trains and boats shall be based on the average number in actual operation during the license year of each class of operating units, namely, trains and boats upon which the license privileges are exercised. The average number in actual operation shall be determined as the department may prescribe.

Sets train and boat licensing to depend on the average number of each class of operating units actually in operation during the license year on which licensed privileges are exercised. The department determines that operating average using the method it prescribes, rather than basing the license count on every unit owned or available.
