The board shall issue a license to practice midwifery to all applicants who meet the requirements of this article and who pay the fee required by Section 2520.

Requires the board to issue a license to practice midwifery to every applicant who satisfies the requirements of the article and pays the required fee. The issuance duty applies when both the substantive article requirements and the specified fee-payment condition have been met by the applicant.
