California Codes, Business and Professions Code - BPC, Division 3 — Professions and Vocations Generally, Chapter 2 — Advertisers, Article 7 — Regulations, Section 5401
No advertising structure shall be placed unless it is built to withstand a wind pressure of 20 pounds per square foot of exposed surface. Any advertising structure not conforming to this section shall be removed as provided in Section 5463.

Requires every advertising structure to be built to withstand wind pressure of 20 pounds per square foot of exposed surface. An advertising structure that does not satisfy that wind-pressure standard must be removed under the removal procedure referenced by the provision.
