The department shall annually report to the Governor, and shall prior to each regular session report to the Legislature the work under this division, and shall make such recommendations as may be proper and necessary.

Requires the department to report its work under the division to the Governor every year and to report to the Legislature before each regular legislative session. Each report must also include whatever recommendations the department considers proper and necessary in connection with that work.
