The secretary may make rules and regulations as are reasonably necessary for the purpose of carrying out the provisions of this division.

Notes

Allows the secretary to make rules and regulations reasonably necessary to carry out the provisions of the division. The secretary's authority extends to rules and regulations serving that stated purpose, and the statutory standard for exercising the authority is that the rules be reasonably necessary to carry out the division.
