The secretary may adopt any rules and regulations that are reasonably necessary for the purpose of carrying out this chapter. Adoption of these rules and regulations shall be in accordance with Chapter 3.5 (commencing with Section 11340) of Part 1 of Division 3 of Title 2 of the Government Code.
Notes
Allows the secretary to adopt rules and regulations reasonably necessary to carry out the chapter and requires those rules and regulations to be adopted in accordance with the cited Administrative Procedure Act provisions. The rulemaking authority is therefore subject to both the reasonable-necessity standard and the specified statutory adoption procedure.
