The salaries and expenses of the members and employees, and the operating expenses of the commission shall be paid by the Treasurer on the warrant of the Controller from the funds appropriated therefor upon the certification of the executive officer.

Requires commission member and employee salaries and expenses, plus commission operating expenses, to be paid by the Treasurer on a Controller's warrant from appropriated funds, upon certification by the executive officer. Payment under the provision therefore requires both a Controller's warrant and the executive officer's certification.
