The lien created by this act shall be perfected and shall be effective upon the filing of a notice claim of lien with the Secretary of State.

Notes

Establishes that the lien created by the act is perfected and becomes effective when a notice claim of lien is filed with the Secretary of State. Filing that notice with the Secretary of State is the stated event that both perfects the lien and makes it effective.
