All persons engaging in the retail sale of tobacco products shall check the identification of tobacco purchasers, to establish the age of the purchaser, if the purchaser reasonably appears to be under 21 years of age.

Requires every person engaged in the retail sale of tobacco products to check a purchaser's identification to establish the purchaser's age when the purchaser reasonably appears to be under 21 years old. The identification-check duty is triggered by that reasonable appearance of being under 21.
