Notwithstanding any other provision of law, no license shall be transferred into any county having a population of 35,000 or less.

Bars transfer of any license into a county whose population is 35,000 or less, notwithstanding other law. The restriction is stated solely by the destination county population threshold and applies to a license transfer into a county meeting that threshold.
