The provisions of this Constitution are mandatory and prohibitory, unless by express words they are declared to be otherwise.

Establishes that every provision of the Constitution is mandatory and prohibitory unless the provision expressly declares otherwise. Constitutional language therefore carries those compulsory and restrictive effects by default, with a different effect recognized only when stated through express words in the Constitution itself.
