Suits may be brought against the State in such manner and in such courts as shall be directed by law.

Allows lawsuits to be brought against the State, but only in the manner and in the courts directed by law. The right to sue is therefore subject to legally prescribed procedures and forum requirements rather than being granted without conditions governing how or where suit may proceed.
