The legislative power of this State is vested in the California Legislature which consists of the Senate and Assembly, but the people reserve to themselves the powers of initiative and referendum.

Establishes that California’s legislative power belongs to a Legislature composed of the Senate and Assembly. Reserves to the people the separate powers of initiative and referendum, so legislative authority is vested in the two houses while those forms of direct lawmaking remain with the electorate.
