The powers of state government are legislative, executive, and judicial. Persons charged with the exercise of one power may not exercise either of the others except as permitted by this Constitution.

Defines state governmental power as legislative, executive, and judicial and prohibits a person entrusted with one branch’s power from exercising either of the other two powers. Allows cross-branch exercise only when the California Constitution itself expressly permits that exercise in the particular situation.
