The Legislature shall not borrow revenues from the Transportation Investment Fund, or its successor, and shall not use these revenues for purposes, or in ways, other than those specifically permitted by this article.

Notes

Prohibits the Legislature from borrowing revenues held in the Transportation Investment Fund or any successor fund. Also limits use of those revenues to the purposes and methods specifically authorized by the article, barring both unauthorized ends and unauthorized means of expenditure.
