U.S. Constitution, Article I — The Legislative Branch, Section 5, Clause 2
Each House may determine the Rules of its Proceedings, punish its Members for disorderly Behaviour, and, with the Concurrence of two thirds, expel a Member.
Notes
Allows each house of Congress to determine the rules of its own proceedings and to punish its members for disorderly behavior. Allows each house to expel a member, but only with the agreement of two thirds of that house, so expulsion requires a supermajority while ordinary rules and discipline do not.
