U.S. Constitution, Article II — The Executive Branch, Section 1, Clause 4

The Congress may determine the Time of chusing the Electors, and the Day on which they shall give their Votes; which Day shall be the same throughout the United States.

Notes

Allows Congress to determine the time of choosing the electors and the day on which they give their votes. Requires that voting day to be the same throughout the United States, so the electors in every state cast their votes on one common date.
