The President shall have Power to fill up all Vacancies that may happen during the Recess of the Senate, by granting Commissions which shall expire at the End of their next Session.

Allows the President to fill vacancies that happen during the recess of the Senate by granting commissions. Limits those commissions to expiring at the end of the Senate's next session, so an appointment made this way without Senate consent is only temporary.
