U.S. Constitution, Eighteenth Amendment, Section 2
The Congress and the several States shall have concurrent power to enforce this article by appropriate legislation.
Notes
Allows Congress and the several states concurrent power to enforce the prohibition of intoxicating liquors by appropriate legislation. Both the federal government and each state may pass laws to enforce the ban, so enforcement authority is shared rather than given to Congress alone.
