California Codes, Code of Civil Procedure - CCP, Part 2 — Of Civil Actions, Title 14 — Of Miscellaneous Provisions, Chapter 7 — General Provisions, Section 1053

When there are three referees all must meet, but two of them may do any act which might be done by all.

Notes

Requires all three referees to meet when a matter has three appointed referees, but allows two of the three to perform any act that all three could perform. The provision therefore distinguishes the mandatory joint meeting from later action, for which a two-referee majority may exercise the full panel’s authority.
