Words giving a joint authority to three or more public officers or other persons are construed as giving such authority to a majority of them, unless it is otherwise expressed in the Act giving the authority.

Requires language granting joint authority to three or more public officers or other persons to be construed as granting that authority to a majority of them. Exempts situations where the act conferring the authority expressly provides otherwise; the majority construction applies only when the governing act does not state a different rule.
