Except as provided in the preceding section, the provisions of Part II of this Code, relating to parties to civil actions, are applicable to this proceeding.

Establishes that, except as provided in the preceding section, Part II provisions governing parties to civil actions apply to the proceeding. The general civil-party rules therefore govern these proceedings unless the immediately preceding section supplies a different rule concerning which persons must or need not be parties.
