This title does not apply to a social media platform with fewer than 1,000,000 discrete monthly users.

Notes

Exempts a social media platform from the title when it has fewer than 1,000,000 discrete monthly users. The exemption applies to the title as a whole for a platform whose discrete monthly user count remains below the stated one-million-user threshold specified by the provision.
