(a) Except as otherwise provided, this article applies to a lien created on or after January 1, 2003.
(b) A lien created before January 1, 2003, is governed by the law in existence at the time the lien was created.
Notes
Establishes that, except as otherwise provided, the article governs liens created on or after January 1, 2003. A lien created before January 1, 2003, remains governed by the law in effect when that lien was created, dividing applicable law according to the lien's creation date.
