Protection of the public shall be the highest priority for the Bureau of Household Goods and Services in exercising its licensing, regulatory, and disciplinary functions under this chapter. Whenever the protection of the public is inconsistent with other interests sought to be promoted, the protection of the public shall be paramount.

Requires the Bureau of Household Goods and Services to make protection of the public its highest priority when exercising licensing, regulatory, and disciplinary functions under the chapter. Whenever public protection conflicts with other interests the bureau is also charged with promoting, public protection must take precedence over those competing interests.
