If an applicant fails to complete his or her application within one year after it has been filed, the application shall be considered to be abandoned. An application submitted subsequent to the abandonment of the former application shall be treated as a new application.

Notes

Sets an application as abandoned if the applicant does not complete it within one year after filing. Any application submitted after that abandonment is treated as a new application, so the later filing does not continue or revive the incomplete application that exceeded the one-year completion period.
