This chapter does not apply to a social media platform with fewer than 1,000,000 discrete monthly users.

Exempts a social media platform with fewer than 1,000,000 discrete monthly users from the chapter. Establishes the monthly-user threshold as the scope cutoff, so a platform below one million discrete monthly users is outside the chapter while the exemption does not cover a platform meeting or exceeding that threshold.
