California Codes, Business and Professions Code - BPC, Division 2 — Healing Arts, Chapter 4 — Dentistry, Article 1 — Administration, Section 1603.1
A member of the Dental Board of California who has served two terms shall not be eligible for reappointment to the board. In computing two terms hereunder, that portion of an unexpired term that a member fills as a result of a vacancy shall be excluded.

Bars a Dental Board of California member who has served two terms from being reappointed to the board. In determining whether the member has served two terms, any portion of an unexpired term that the member completed because of a vacancy is excluded from the two-term calculation.
