Each place upon the board for which a member is to be appointed shall for the purposes of the appointment be deemed a separate office.

Defines each board seat that is filled by appointment as a separate office for purposes of making that appointment. The provision requires each appointive place on the board to be treated independently as its own office when the appointing process is carried out.
