By “completion” is meant conducting the waters to the place of intended use.

Defines “completion,” for the applicable water-appropriation rules, as conducting the appropriated waters to the place where they are intended to be used. Completion therefore turns on delivery of the water to the intended place of use rather than merely finishing excavation, construction, or other preparatory work.
