The board may prescribe rules, regulations, and conditions, consistent with the provisions of this chapter, under which all horse races with wagering on their results shall be conducted in this State.

Allows the board to prescribe rules, regulations, and conditions governing how all horse races with wagering on their results are conducted in California. Requires any rules, regulations, and conditions prescribed under that authority to be consistent with the provisions of the chapter.
