No person shall, without complying with this chapter, hold or conduct, or assist, aid, or abet in holding or conducting, any meeting in this State where there is horse racing with wagering on its results.

Notes

Prohibits any person from holding, conducting, assisting, aiding, or abetting a California meeting involving horse racing with wagering on race results unless the meeting complies with this chapter. The prohibition covers both direct operation and assistance in operating a wagering horse-racing meeting and states no separate exception beyond chapter compliance.
