Data supplied by each applicant shall be used to assign relative funding priority on the basis of criteria developed by the advisory council. The criteria may include, but shall not be limited to, all of the following, in addition to the criteria set forth in Section 468.2:

(a) Unit cost, according to the type and scope of the proposed program.

(b) Quality and validity of the program.

(c) Number of participants who may be served.

(d) Administrative capability.

(e) Community support factors.

Requires applicant data to be used to assign relative funding priority according to advisory-council criteria. Those criteria may include unit cost, program quality and validity, number of participants served, administrative capability, and community support, in addition to the separate application criteria, while permitting the council to use other criteria beyond those listed.
