A license, registration, or permit that is not renewed within five years after its expiration shall be canceled and shall not be renewed, restored, reissued, or reinstated thereafter, but the licensee, registrant, or permitholder may apply for and obtain a new license, registration, or permit if the person applies for a license, registration, or permit as a new applicant and meets all of the requirements for the license, registration, or permit.

Notes

Bars renewal, restoration, reissuance, or reinstatement of a veterinary license, registration, or permit not renewed within five years after expiration and requires its cancellation. The former holder may instead apply as a new applicant and obtain a new credential only by meeting all requirements that apply to a new applicant for that license, registration, or permit.
