Fees fixed by the board shall be set forth in regulations duly adopted by the board.

Requires the board to state every fee it fixes in regulations that the board duly adopts, making those adopted regulations the formal source for board-set fees. Fees fixed by the board therefore must be set out through the board’s regulatory process rather than only through another form of board action.
