The board may refuse to issue a license to an applicant if it appears he or she may be unable to practice safely due to mental illness or chemical dependency. The procedures set forth in Article 12.5 (commencing with Section 820) of Chapter 1 shall apply to a denial of a license pursuant to this section.

Notes

Allows the board to refuse an educational psychologist license when an applicant appears unable to practice safely because of mental illness or chemical dependency. A denial on that ground must follow the specific procedures incorporated by reference for evaluating and acting on impaired-practice concerns.
