It is unlawful for any person to conduct, maintain, or operate a clinical laboratory unless he is a duly licensed physician and surgeon or is duly authorized to do so under the provisions of this chapter.

Prohibits any person from conducting, maintaining, or operating a clinical laboratory unless that person is a duly licensed physician and surgeon or is otherwise authorized under the chapter. The prohibition covers each listed way of operating a clinical laboratory and is lifted when either stated authorization condition is satisfied.
