(a) The renewal fee shall be waived for licensees residing in California who certify to the board that license renewal is for the sole purpose of providing voluntary, unpaid physical therapy services.

(b) A person exempt from renewal fees under this section shall not be exempt from meeting the requirements of Section 2649.

Exempts California-resident licensees from the renewal fee when they certify to the board that renewal is solely to provide voluntary, unpaid physical therapy services. Requires those fee-exempt licensees to continue meeting the requirements of the referenced renewal provision, so the fee waiver does not excuse those requirements.
