California Codes, Business and Professions Code - BPC, Division 2 — Healing Arts, Chapter 7 — Optometry, Article 2 — Administration, Section 3024
The board may grant or refuse to grant an optometrist license as provided in this chapter and may revoke or suspend the license of any optometrist for any of the causes specified in this chapter.
It shall have the power to administer oaths and to take testimony in the exercise of these functions.

Allows the board to grant or refuse an optometrist license as provided by the chapter and to revoke or suspend an optometrist’s license for causes specified in the chapter. In exercising those licensing and disciplinary functions, the board may administer oaths and take testimony, giving it evidentiary authority within those proceedings.
