No person shall furnish hypodermic needles or syringes, by sale or otherwise, without a license issued by the board, except as otherwise provided by this article.

Prohibits any person from furnishing hypodermic needles or syringes, whether by sale or otherwise, without a license issued by the board. The prohibition is subject to exceptions otherwise provided in the article, so furnishing allowed elsewhere in the article is not barred by this provision.
