California Codes, Business and Professions Code - BPC, Division 3 — Professions and Vocations Generally, Chapter 2 — Advertisers, Article 1 — General Provisions, Section 5229
The provisions of this chapter shall not be construed to permit a person to place or maintain in existence on or adjacent to any street, road or highway, including any interstate or state highway, any outdoor advertising prohibited by law or by any ordinance of any city, county or city and county.

Prohibits construing the chapter as permission to place or maintain outdoor advertising on or adjacent to any street, road, or highway when that advertising is prohibited by another law or by an ordinance of a city, county, or city and county.
