The director shall have the powers granted to the head of a department by, and shall conform to the provisions of Article 2 (commencing with Section 11180) of Chapter 2 of Division 3 of Title 2 of the Government Code.

Requires the director to exercise the powers granted to a department head and to conform to the provisions of the referenced Government Code article. The provision therefore incorporates both the department-head authority and the procedural or substantive requirements imposed by that article into the director’s performance under this chapter.
