This article shall remain in effect only until January 1, 2028, and as of that date is repealed.

Sets January 1, 2028, as the date on which the article ceases to remain in effect and is repealed. The article therefore continues only until that date, when the statutory repeal occurs automatically under the provision’s own express sunset language.
