Application or licensee fees shall not be refunded except in accordance with Section 158.

Prohibits refunds of application or licensee fees except when a refund is made in accordance with the referenced provision. The rule applies to both application fees and licensee fees and makes compliance with that referenced provision the stated condition for any refund of those fees.
