The board is vested with all functions and duties relating to the administration of this chapter, except those functions and duties vested in the director under the provisions of Division I of this code.

Establishes that the Contractors State License Board holds all functions and duties for administering the chapter except those functions and duties that Division I of the code assigns to the director. The provision divides administrative responsibility by preserving director powers expressly vested elsewhere while placing the remainder with the board.
